Government

The institutional authority by which a state is ruled and whose principal concern is to protect and promote the common good of the political community.  The authority in a government most especially is characterized by the willing of the material conditions establishing the common good as the end to be pursued by a given society.  In exceptional, even if somewhat frequent, cases, authority functions in a substitutionary or paternal manner, but such function does not pertain to the normal and essential course of things.
